libbase58-dev software package provides library for Bitcoin's base58 encoding -- development files, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libbase58-dev
libbase58-dev is installed in your system.
Make ensure the libbase58-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libbase58-dev *
You will get with libbase58-dev package name, version, architecture and description in a table
